The method
A funder rarely buys a national programme. They buy a set of counties. This module adds up any selection of counties into one combined case — build cost split by grassroots and professional, running cost, trading income, jobs, players, professionals produced, health and productivity value, tax and payback — and shows that selection as a share of the national programme. The comparison does the same job for exactly two counties and names which one returns more for each pound committed, metric by metric.
